Phase 3 – Reopening of Florida Guidance Effective Friday, September 25, 2020, immediately. Smart. Safe. Step by Step.

Governor DeSantis has lifted all major restrictions through the “Smart. Safe. Step by Step” recovery protocol and entered Phase 3 of re-opening the State of Florida. Phase 3 includes a downward trajectory of the syndromic and epidemiology criteria while maintaining adequate healthcare capacity.
All persons in Florida are encouraged to follow appropriate social distancing and safety protocols issued by the Center for Disease Control (CDC). Florida citizens are encouraged to avoid congregating in large groups and should use all universal precautions recommended by the CDC.
Vulnerable Populations
Individuals older than 65 years of age and individuals with a serious underlying medical condition (such as chronic lung disease, moderate-to-severe asthma, serious heart conditions, immune-compromised status, cancer, diabetes, severe obesity, renal failure and liver disease) can resume public interactions, but should practice social distancing, minimizing exposure to social settings where distancing may not be practical, unless precautionary measures are observed. Vulnerable populations should affirmatively inform their employer that they are a member of the vulnerable population so that their employer can plan accordingly.
Senior citizens and individuals with a significant underlying medical condition are strongly encouraged to continue to stay home and take all measures to limit the risk of exposure to Covid-19.
All persons who work in long-term care facilities should be cautious and protect themselves from Covid-19.
All Floridians should maintain appropriate social / physical distancing, universal precautions, respiratory hygiene and sanitation protocols.
Social Gatherings
Non-vulnerable populations should consider minimizing time spent in crowded environments.
Traveling
Non-essential travel can continue.
Employees should resume non-essential travel and adhere to CDC guidelines regarding isolation following travel.
Local Government Meetings
These meetings should return to in-person quorum and public participation for local government bodies.
Bars Pubs and Nightclubs (licensed to sell alcohol beverages for consumption)
Bars, pubs, and nightclubs that derive more than 50 percent of sales from alcohol should operate at full capacity with limited social distancing protocols. Businesses should maintain adequate sanitation practices among employees and patrons during all hours of operation. Menus, if laminated, should be cleaned after each usage. Paper menus should be designed for single use and then disposed of immediately after use.
Restaurants
Restaurants and food service establishments may operate at full capacity with limited social distancing protocols. Businesses should maintain adequate sanitation practices among employees and patrons during all hours of operation. Menus, if laminated, should continue to be cleaned after each usage. Paper menus shall be designed for single use and then disposed of immediately after use.
Retail Businesses
Operators of retail businesses should operate at full capacity but should continue to maintain adequate sanitation practices for employees and patrons.
Hair Salons and Barbershops
Hair Salons, Barbershops and Nail Salons will be allowed to reopen and operate with appropriate safety guidelines and social / physical distancing.
Indoor waiting room seating shall be limited. Use social / physical distancing of at least 6 feet. Preferable waiting room techniques would be that patrons wait in their vehicles until called into the hair salon, nail salon or barbershop at their appointment time.
Workers and patrons are strongly encouraged to wear face coverings as close interactions with both parties occur in hair salons, barbershops and nail salons. Remember a cloth face covering is not a substitute for social distancing, limit close contacts.
Tanning, Massage, Acupuncture, Tattooing, and Body Piercing
These personal services will be allowed to reopen and operate with appropriate safety guidelines and social / physical distancing.

Fitness Centers
Gyms and fitness centers will be allowed to reopen to full capacity using adequate social distancing and frequent sanitizing during all hours of operation.
Vacation Rentals, Hotels, Lodging
Vacation Rentals should resume normal operating procedures but should continue to thoroughly clean and disinfect the property between rentals.
Museums and Libraries
Museums and libraries may reopen with 100% capacity. Important Information
Hand sanitizing and hand washing stations shall be available and used by both employees and patrons. Hand sanitizer must contain at least 60% alcohol.
Avoid touching your eyes, nose and mouth when at hair salons, barbershops and nail salons.
Avoiding close contact with other people is preferred, so remember to limit all contacts with people outside your household. Stay 6 feet apart from other people.
Please wear a face covering for everyone’s safety.
Please continue to practice universal precautions and daily habits to reduce risk of exposure to the Covid-19.
Businesses shall clean and disinfect frequently. This includes all surfaces, tables, doorknobs, light switches, countertops, chairs, handles, desks, phones, keyboards and restrooms (especially faucets and handles). Make sure items reused from one patron to another are cleaned and disinfected between customers. Use EPA approved disinfecting products.
Suspension of Covid-19 Fines and Penalties
The collection of fines and penalties associated with Covid-19 enforcement upon individuals is suspended.
